There is no set in stone way to appropriately taper medications and often times doctors have a preferred method they like to go with. Having said that, there are some recommendations that I can pass along to you.
If you are going to be starting on Cymbalta, you do not need to wait to be off gabapentin to begin Cymbalta. Ideally, you should start tapering down on gabapentin after you are on an effective dose of the Cymbalta. From there, the general recommendation is to start decreasing by 25% of the original dose weekly. Since you have been taking a low dose of gabapentin for a short amount of time, I doubt you are going to have many problems effectively weaning off the medication.
